The question
When does compute capacity become strategic infrastructure rather than a technology procurement decision?
Scope and working thesis
When compute capacity stops being a procurement decision and becomes strategic infrastructure: which workloads justify long-horizon control, and how sovereignty, utilisation and flexibility trade against one another in infrastructure planning.
Compute becomes strategic at the point where losing access to it would change what the institution is able to decide, not merely what it is able to run; that boundary is drawn by the decisions, not by the hardware.
